JAKARTA - The event, organized by JICA in Jakarta on 24 September 2025, aimed to develop a comprehensive roadmap for the Indonesia-Japan Hydrogen Partnership and to support the objectives outlined in Indonesia’s National Hydrogen and Ammonia Roadmap (RHAN). The workshop’s primary objectives were to gather input from participants to inform the formulation of an Indonesia-Japan collaboration strategy and to explore strategies for implementing a hydrogen supply chain in Indonesia through active engagement and exchange of perspectives among stakeholders.

Nippon Koei was privileged to serve as consultants supporting JICA in the data collection survey project aimed at advancing a hydrogen society in Indonesia, as well as to assist JICA in organizing this event. The event was attended by representatives from Indonesian ministries (Ministry of Energy Mineral Resources, Bappenas, Ministry of Transportation), JICA, various government agencies, state-owned enterprises, non-governmental organizations, the Embassy of Japan, and several Japanese and Indonesian corporations.

In the presentation sessions, two topics were discussed. The first topic, presented by JICA, focused on “Progress of the data collection survey for promoting hydrogen society in Indonesia.” The second topic, presented by Dream Incubator, addressed “Economic incentive design for launching a hydrogen society in Indonesia”.

The event included two focused open discussion sessions. The first discussion addressed Price Gap Support, considering questions such as which tools should be implemented, concerns regarding each tool, and appropriate triggers for introducing these measures.

The second discussion focused on Capital Support for the value chain, divided into three parts: Upstream (evaluating whether current support, including SEZ, is adequate and potential design improvements), Midstream (the role of government in developing shared infrastructure), and Downstream (types of governmental financial support required for each application).

Both sessions were expertly moderated by Mr. Tatsuya Saito, Manager of the Global Environment, International Environment Department at Nippon Koei Tokyo Office.
